Therefore, from 12:00 noon until about 12:01 pm today, the President of the USA was Condoleeza Rice.

I agree, this is a day that will be remembered for a long time.
The 20th Amendment holds otherwise: "The terms of the President and Vice President shall end at noon on the 20th day of January ... and the terms of their successors shall then begin." President Obama hadn't yet been sworn in at exactly noon, (and thus, per Article I, Section 1, Clause 8 of the Constitution, could not yet "enter into execution" of presidential power), but he was already the President.

Wrong! Obama was president before he was sworn in. He was given the nuclear launch codes at 10:30 a.m. and the constitution made him president not the oath of office. The oath is a formality.
But Biden had been sworn in by noon, so wouldn't he have been president during that minute, not Rice?
Being one of the few conservatives here it was a very tough day.

Did you know that the Chief Justice mistake that led Obama to fail to say the oath word for word(that is also in the constitution)makes the oath invalid.Two Presidents redid the Oath after the ceremony because they thought it would be challenged.Local "experts" suggested that Obama probably did that after the ceremony. ger

You're right Jim, definitely not amazing. A sad, sad day for our country. This guy is going to take us SOCIALIST!!!. If taking us socialist is success, no I don't want him to succeed, I hope he fails ROYALLY. The libs didn't give Bush a chance. The libs are already crowing, and it's only a manner of time they crash and burn and with some decent CONSERVATIVE candidates we could see a repeat of '92 with a huge influx of conservatives. Wrong on many levels. The rule of succession puts the Secretary of State after the V.P., the Speaker of the House, and the President Pro Tempore of the Senate. Even with the terms for Bush and Chaney expiring at noon, Pelosi and Byrd would have come before Rice, so this assertion is simply silly.
But, then, so much of politics is silly nowadays...
